The main contract was signed in December 2017 between the General Electricity Company of Libya (GECOL) and the consortium of Siemens Energy Global GmbH & Co. – ENKA İnşaat ve Sanayi A.Ş. (ENKA). The works within the scope of the main contract were successfully completed and handed over to the owner in January 2023.
The project was based on a power island configuration featuring 4 sets of SGT5-PAC 2000E Siemens gas turbines and turbine generators (CTG) units, providing a gross output capacity of up to 671 MW.
The plant was constructed on a lump sum turnkey basis and the scope of the consortium includes engineering, procurement, construction and commissioning to ensure the power plant operates safely and reliably under all conditions, in accordance with the terms of the EPC contract.
In addition to the main contract scope, the consortium was awarded variation orders for the engineering, procurement, construction, testing and commissioning of two 10,000 m³ light distillate oil (LDO) storage tanks in August 2022, and for the fuel gas regulating and metering station (RMS) as well as final gas filtering skids in July 2023.
The gas turbines are designed as dual-fuel units, utilizing Light Distillate Oil as the main fuel, with natural gas planned as a backup fuel for future operation.
